ILO and UAE launch comprehensive capacity building programme for labour inspectors.

DUBAI (ILO News) – A comprehensive labour inspection capacity-building programme has been launched by leading specialists from the International labour Organization. The 6-month programme falls within a wider technical cooperation programme between the ILO and UAE, which seeks to strengthen the capacities of the Ministry of Human Resources and Emiratization in the UAE to improve labour working conditions and occupational safety and health.
The training programme of labour inspectors will create a well-equipped and experienced force of inspectors specializing in the protection of foreign workers and employers, which will allow for proper and improved performance according to International Labour Standards. Graduate inspectors of this programme will also gain training skills to ensure continuous training for all newly hired inspectors.
The capacity building programme consists of 26 technical modules that will be delivered to 400 inspectors through three streams. Stream one includes training inspectors on training-of-trainers methodologies and the technical modules to build a pool of inspector trainers within the ministry. In stream two, the trained inspectors will be delivering the acquired knowledge to the other inspectors. Stream three will emphasize and put into practice a job-shadowing programme, as well as promote knowledge sharing amongst inspectors to ensure that the material learned is also applied in the inspection visit process. The training will also include in-class and practical (on-site) learning activities.
“This comprehensive training is the first of its kind in the Arab region,” said Kinan Bahnassi, ILO Chief Technical Adviser in UAE. “The idea behind splitting the training programme over three streams is to ensure that senior labour inspectors will be equipped with training-of-trainers skills and all labour inspection knowledge areas after receiving training from highly experienced experts. Junior labour inspectors will receive training by their senior co-workers. Finally, junior labour inspectors will undergo a rigorous mentorship programme incorporating job-shadowing and role-reversal”.

Objectives of the Training:
This training programme will assist labour inspectors, managers and supervisors in performing effective inspections. More specifically, at the end of the training, labour inspectors in the UAE will be knowledgeable in a wide spectrum of areas and competencies to enable them to:- Understand International labour standards and conventions of labour inspection
- Describe responsibilities, functions, scope, principles, and main characteristics of labour inspection.
- Practice best global standards skills to prepare, conduct, follow-up, and report of an inspection visit.
- Have comprehensive understanding of the UAE labour law, court procedures, local legislations, and insurance regulations.
- Understand the employment relationship that defines the reciprocal rights and obligations between the employee and employer.
- Describe labour inspection policy and designing strategies for promoting compliance.
- Practice the applications of the main tools for labour inspection activities.
- Strengthen ethical behaviour and decision making in labour inspection and promote ethical and socially responsible practices in the workplace.
- Understand labour inspection statistics and build national operational and strategic labour inspection indicators.
- Link the impact of labour inspection in achieving the Sustainable Development Goals (SDGs).
