Social security governance: Peruvian institutions review international good practices with the ILO and ISSA

Lima (ILO News) – The ILO organized the seminar “Governance in Social Security Institutions: What do ISSA Guidelines tell us about good practices?”, a space for reflection and technical dialogue on the challenges and opportunities to strengthen social security in Peru.

The seminar highlighted the five principles underpinning the ISSA Guidelines on Good Governance—responsibility, transparency, predictability, participation, and dynamism—emphasizing their relevance as an international reference for the efficient and legitimate management of social security institutions.

The event brought together high-level representatives from key entities linked to the social security system, including the Ministry of Labour and Employment Promotion (MTPE), the Ministry of Economy and Finance (MEF), the Superintendency of Banking, Insurance and Pension Funds (SBS), the National Pension Office (ONP), Derrama Magisterial (DM), the Ministry of Health (MINSA), the National Superintendency of Health (SUSALUD), the Comprehensive Health Insurance (SIS), the Social Health Insurance (EsSalud), the National Fund for the Financing of State Entrepreneurial Activity (FONAFE), the National Police Health Service (SALUDPOL), the Peruvian Association of Health Providers (APEPS), as well as representatives of trade union confederations and the National Confederation of Private Business Institutions (CONFIEP).

Deputy Minister of Labour Yolanda Erazo welcomed the participation of attendees, emphasizing the importance of addressing social security governance challenges in Peru from a tripartite perspective.
