Palau advances integrated strategy for resilient and inclusive future

Koror, Palau (ILO News) - Palau is taking decisive steps to shape a more resilient and inclusive economic future through an integrated approach to employment, youth opportunities, migration, climate and sustainable tourism.

A National Policy Alignment Forum hosted by the Ministry of Human Resources, Culture, Tourism and Development took place in Koror 18-19 December 2025. Supported by the International Labour Organization (ILO) and with funding from the European Union (EU), the forum brought together government ministries, employers, workers and development partners to discuss the alignment of priorities across the key themes.

Participants identified policy gaps and areas for strengthened collaboration. They also examined barriers facing vulnerable groups as well as how to address skills needs, create more jobs and improve data collection. The outcomes will guide priority actions, coordination, and research for an integrated national strategy.

“This is an opportunity for Palau to bring together diverse voices and ensure that our policies reflect the realities of our people and environment,” said Honourable Ngiraibelas Tmetuchl, Minister for Human Resources, Culture, Tourism, and Development. “By strengthening coordination and coherency across employment, youth, climate, tourism, and migration strategies, we are building a stronger foundation for sustainable growth and resilience.”

In common with other Pacific Island states, Palau faces challenges ranging from climate risks and demographic shifts to the vital need for youth retention, workforce sustainability and managing migration effectively.

“We recognize the great strides taken by the Palauan government towards turning the challenges it faces into opportunities. Only through coordinated, collective action can these ambitions become reality, said Kaori Nakamura-Osaka, ILO Assistant Director General and Regional Director for Asia and the Pacific.

This initiative is part of the Managing a Decent Future of Work Together – Asia and the Pacific (“Future of Work: APAC”) project implemented by the ILO and funded by the European Commission’s Service for Foreign Policy Instruments (FPI). The project is a four-year initiative (2025–2029) promoting mutual learning toward higher labour standards in the face of megatrends such as technological change, demographic shifts, climate transition and evolving trade patterns.
