Policy coherence
Palau National policy dialogue policy coherence for decent work and sustainable development
The path to decent work in Palau depends on strong policy coherence across key employment areas
The Managing a decent future of work together in Asia-Pacific ("Future of Work: APAC") project funded by the EU, recently collaborated with the Palauan Ministry of Human Resources, Culture, Tourism and Development to host a National Policy Dialogue focused improving policy coherence. While the Palau Development Plan (2023–2026) provides a clear vision for economic revitalization, this Brief explores how targeted actions across key areas of employment are needed to realize decent work for all in Palau.
The Brief provides a critical analysis of key topics such as youth, migration and sustainable tourism while reflecting the views and perspectives of government leaders, social partners and civil society members that participated in the National Policy Dialogue.
Key priorities identified include aligning tourism initiatives with workforce development, addressing the cycle of vulnerability for youth, and increasing emphasis on employer-led initiatives to stimulate high-value, eco-friendly tourism.
