New partnership to promote health and safety at work for prevention of occupational risk in Tunisian SMEs

The Institute of Occupational Safety and Health (ISST) and the Poulina Group Holding (PGH) signed a Memorandum of Understanding (MoU) to implement SCORE Training

The Institute of Occupational Safety and Health (ISST) and the Poulina Group Holding (PGH) signed a Memorandum of Understanding (MoU) on 1 April 2022 in Tunis to implement SCORE Training in small and medium enterprises (SMEs) in Tunisia.


The signing ceremony in Tunis attended by Ms. Rania Bikhazi – Director of the ILO Office for Algeria, Libya, Morocco, Mauritania and Tunisia, Mr. Rafik Ben Brahim – Adviser to the Minister of Social Affairs, Mr. Habib Nouaigui – Director General of ISST, and Mr. Mohamed Mahjoub Langar – Director General of Poulina Group Holding.



ISST Tunisia of the Ministry of Social Affairs aims to promote health and safety at work through putting in place standards and development programmes for prevention of occupational risks, in collaboration with the competent bodies. PGH, Tunisia’s first private capital group, is engaged in 9 sectors, i.e. poultry, goods manufacturing, steel, real estate, household appliances, construction materials, packaging, trade and services. This public-private partnership promotes the ILO SCORE Programme’s sustainable strategy in Tunisia. In particular, it will contribute towards embedding SCORE Training into national budgets and programmes, and building the capacity of local partners to improve productivity and working conditions at the enterprise level. With a focus on workplace cooperation, safety and health, environmental sustainability and efficient industrial processes, it aims to foster inclusive and continuous improvements in SMEs in line with international best practices.

The ISST has been an ILO implementation partner since 2020, and has been providing SCORE Training through its services to Tunisian SMEs for two years. On their continued collaboration with the ILO SCORE Programme to promote decent work, Mr. Nouaigui – the Director General of ISST noted that the “… agreement between the ISST and PGN represents the first public-private partnership aimed at implementing the SCORE Training methodology to improve productivity and working conditions for both workers and companies”. Furthermore, Ms. Bikhazi – Director of the ILO Office for Algeria, Libya, Morocco, Mauritania and Tunisia reiterated the significance of this partnership in advancing safety and health at work. She noted the importance of safety and health within SMEs and its impact on business productivity and the health of workers in her remarks.

Through this public-private partnership, ILO SCORE Tunisia hopes to support PGH to incorporate, as well as to set up SCORE Training with PGH's suppliers and partners. This partnership will begin with a pilot phase training and bringing technical assistance to 10 SMEs of the PGH group.



SCORE Training is a modular training package and methodology developed by the ILO SCORE Programme. The Training is used to improve productivity, employee-manager cooperation, and working conditions within small and medium-sized enterprises (SMEs). SCORE Training focuses on developing cooperative working relations that benefit employees and business. It also promotes international best practices in the manufacturing and service sectors, to help SMEs to participate in global supply chains.
