Mongolia advances Just Transition through capacity building

BANGKOK (ILO news) - Mongolia is making notable strides in integrating the Just Transition to a green economy into its national development and climate plans with early progress evident in areas such as green job creation, workforce reskilling, income protection and social dialogue.

Building on this momentum, the Ministry of Family, Labour and Social Protection (MFLSP) and the International Labour Organization (ILO) convened a capacity-building workshop on Just Transition, on 2 October 2025 in Ulaanbaatar, Mongolia.

The event brought together representatives from MFLSP, the Ministry of Environment and Climate Change (MECC), Ministry of Economy and Development (MED), the Mongolian National Chamber of Commerce and Industry (MNCCI), the Mongolian Employers’ Federation (MONEF), the Confederation of Mongolian Trade Unions (MCTU), the United Nations Development Programme (UNDP), the Training and Research Institute for Population, Labour and Social Protection, and the Independent Research Institute of Mongolia.

Participants discussed ways to apply the ILO Guidelines on Just Transition to Mongolia’s policies, focusing on social protection, occupational safety and health, green job creation, reskilling and upskilling, and fostering effective social dialogue.

The workshop also marked the launch of ILO-led activities under the Partnership for Action on Green Economy (PAGE) in Mongolia, setting the stage for integrating Just Transition principles into national strategies.

Fredy Guayacan, Senior Specialist on Environment and Decent Work at the ILO Regional Office for Asia and the Pacific, noted that, “Mongolia is taking concrete steps to embed Just Transition into its national development and climate strategies. This is not only as a pathway to a greener economy but also an opportunity to create decent jobs, empower vulnerable groups and ensure that no one is left behind in the shift towards sustainability.”
