Judges were awarded for best judicial practices in the fight against trafficking in persons
Ten Peruvian judges received an award from the International Labor Organization (ILO) and the Gender & Justice Commission of the Judiciary for their outstanding work in the fight against trafficking in persons and all forms of exploitation.

Lima - The International Labor Organization (ILO) and the Gender & Justice Commission of the Judiciary awarded 10 Peruvian judges for best judicial practices in the fight against trafficking in persons and all forms of exploitation.
Judges were awarded for their outstanding work in the fight against trafficking in persons and its forms of exploitation. The sentencing decisions of these judges are a milestone in the application of national legislation and international standards and treaties to put an end to the scourge of trafficking in persons, which particularly affects vulnerable populations, such as children and adolescents," said Thomas Wissing, Deputy Director of the ILO Office for the Andean Countries.
Dr. Elvia Barrios Alvarado, Supreme Judge and President of the Transitory Criminal Chamber of the Supreme Court and of the Gender & Justice Commission of the Judiciary, pointed out that the sentencing decisions of the judges awarded in this ceremony are a model to follow in order to punish the complex crime of trafficking in persons.
Lisa Kenna, U.S. Ambassador to Peru, highlighted the key role of these judges in the fight against all forms of slavery.
During the ceremony, two technical instruments developed by the Judiciary with the assistance of the ILO were also presented: the book Concurrence of crimes and laws applied to cases of trafficking in persons and its forms of exploitation and the Operational Manual for the criminal prosecution of cases of trafficking in persons and other forms of exploitation.
"These instruments will facilitate the judicial work so that more justice operators can substantially contribute to the Peruvian Government's duty to prevent and punish trafficking in persons, not only through the penalties imposed in specific cases, but also through the development of case law standards that can be replicated in the future," said Thomas Wissing.
The evaluation process of the selected decisions was carried out by an Academic Selection Committee, composed of Yvan Montoya Vivanco, lawyer and external consultant of the ILO, and Víctor Burgos Mariños, President of the Appellate Court of Justice of La Libertad.
"This event is a great initiative because it motivates us to continue making efforts for decisions of a better quality. I expect all these rulings to be useful, so that, in the future, our colleagues can further improve them, because that is what the users of the justice system require", highlighted Dr. Susana Ynes Castañeda Otsu, Supreme Judge awarded at the ceremony.
For Dr. Ivan Salomón Guerrero López, Supreme Judge awarded at the ceremony, "the work done by the ILO, the U.S. Embassy and the PUCP is essential to support the optimization of the work of judges to address the crime of trafficking in persons from new perspectives, new approaches: trauma, gender, intersectionality, vulnerability and human rights".

The project "Partnerships in Action to End Child Trafficking in Peru", developed by the Child Protection Compact Partnership between the governments of the United States and Peru, is aimed at enhancing the capacity of the Peruvian justice system to investigate, prosecute and punish child trafficking.

- Norma Beatriz Carbajal Chávez, Supreme Judge of the Permanent Criminal Chamber of the Supreme Court of Justice of the Republic, for the Decision 1351-2019/Puno.
- Santos Teófilo Cruz Ponce, Specialized Judge of the Second Supraprovincial Associate Criminal Court of Trujillo of the Appellate Court of Justice of La Libertad, for the decision issued in Case 01359-2021.
- Cecilia Milagros León Velásquez, Senior Judge and President of the Second Criminal Court of Appeals of the Appellate Court of Justice of La Libertad, for the decision issued in Case 01733-2021.
- Jorge Alberto Egoavil Abad, Senior Judge of the Fourth Criminal Chamber of Appeals of the Appellate Court of Justice of Lima, for the decision issued in Case 6744-2017.
- Manuel Humberto Guillermo Felipe, Senior Judge of the First Permanent Criminal Court of Appeals of the Appellate Court of Justice of Loreto, for the decision issued in Case 0208-2017.

Project "Partnerships in action to end the Child Trafficking in Peru"
The ceremony, held on Thursday, April 20, at the facilities of the ILO office for the Andean Countries, took place within the framework of the Cooperation Agreement signed between the ILO Office for the Andean Countries, through the project "Partnerships in Action to End Child Trafficking in Peru", and the Judiciary. This collaboration has resulted in important initiatives for the specialization of judges in trafficking in persons and exploitation crimes.The project "Partnerships in Action to End Child Trafficking in Peru", developed by the Child Protection Compact Partnership between the governments of the United States and Peru, is aimed at enhancing the capacity of the Peruvian justice system to investigate, prosecute and punish child trafficking.
