ILO and EU delegation visit ENABLE projects in Tripoli, Lebanon
A visit to work-based learning projects in Tripoli highlighted joint efforts by the ILO, the European Union, and national partners to enhance skills and improve employability of individuals.

BEIRUT (ILO News) - A high-level delegation from the International Labour Organization (ILO) and the European Union (EU) embarked on a one-day visit to follow up on the employment activation process and the progress of the ILO ENABLE programme. The visit, which took place on the 8th of March 2024, aimed to assess the impact of different ENABLE interventions, and the durable livelihood opportunities they provided to individuals in Tripoli, Lebanon.
The work-based learning project is supported by the ILO Global Programme for Skills and Lifelong Learning (SkillUp), funded by the Norwegian Agency for Development Cooperation, and by the ILO ENABLE programme, funded by the European Union.
The visit included key representatives from both organizations led by Alessandra Viezzer, Head of Cooperation at the European Union, and Redha Ameur, Chief of the Regional Programming Unit at ILO, accompanied by representatives from Safadi Foundation, implementing partner, who has been instrumental in the implementation of the ENABLE projects of work-based learning projects in Tripoli. This visit aimed to understand the links between the ILO ENABLE programme and the private sector, highlighting the collaborative efforts and achievements in fostering work-based learning opportunities.
The delegation visited the Savotec Vocational Training Centre, a vocational training centre established by Safadi Foundation in 2017 where in-class learning sessions for industrial sewing and the solar installation and maintenance trainings took place. The delegation had the opportunity to engage with participants and witness the delivery of life skills, soft skills and mentorship programmes.
Subsequently, the delegation proceeded to Haykel Hospital, where they observed the mixed learning modality in action. Participants at the hospital underwent in-class theoretical learning in a state-of-the-art lab equipped with simulators and machines mirroring real-life experiences. Participants engaged in work-based learning at different hospital departments, which contributed to their healthcare nursing assistant certification.
The last stop was at Zeenni Factory, renowned for manufacturing and distributing consumer care and food industry products. The delegation observed the in-class sessions for machine operator training and practical application of the learning content at Zeenni Factory.
The EU and ILO collaboration through ENABLE programme demonstrated the commitment to improving the livelihoods of individuals in Lebanon. By providing integrated employment services, short-term employment opportunities, and competency-based training, ENABLE programme aims to reduce dependency on social assistance and enhance social cohesion.
