Capacity Building Workshop on Green Skills for Trainers and Teachers successfully held in Huangshi

On 24-25 November 2025, the ILO and Ministry of Human Resources and Social Security of China successfully held the Capacity Building Workshop on Green Skills for Trainers and Teachers in Huangshi, as a part of ‘GreenPulse for TVET’ Initiative to upskill practitioners on core skills for the green transition.

Huangshi (ILO News) - On 24-25 November 2025, the ILO and the Ministry of Human Resources and Social Security of China (MOHRSS) jointly organized the Capacity Building Workshop on Green Skills for Trainers and Teachers in Huangshi city of Hubei Province. This workshop is a key activity under the ‘GreenPulse for TVET’ initiative of the Quality Apprenticeship and Lifelong Learning in China Project Phase 2. Through thematic training, case studies, hands-on practices and so forth, the workshop aimed to guide TVET teachers, in-company trainers and local officials to deepen their understanding of core skills for the green transition, upskill a batch of ‘Green Skills Pioneer Trainers​’ equipped with green literacy, teaching expertise and innovative thinking, explore the integration of the ILO Guide on Core Skills for the Green Transition into vocational training curricula, and receive practitioners’ feedback and experience for the further guide upgrade. Over 50 representatives from MOHRSS, project pilot enterprises, TVET schools and local authorities participated in the workshop.

In the opening remarks, Deputy Director of ILO Country Office for China and Mongolia, Xiaochu DAI emphasized the urgent demand for green skills development​ during the green transition in China. He highlighted that core skills for the green transition​ play an essential role in enhancing green literacy​ and competencies of both young labour market entrants and adult workers. The Guide on Core Skills for the Green Transition developed under the project serves as a groundbreaking tool to implement green transition strategies and green employment policies from the skills development perspective. It also empowers frontline in-company trainers and TVET teachers to become active actors in green development, cultivating green skilled talents​ aligned with industrial needs and China's dual carbon goals.

Deputy Head and Chief Editor of Vocational Training Material Development Office of MOHRSS, Xiaolong DENG stressed that promoting green occupations​, green-skilled talent cultivation, and green production and life practices​ can dynamize the socio-economic green transition and the building of a beautiful China.

In the workshop, National Project Manager of ILO Country Office for China and Mongolia, Xian GUAN provided a comprehensive overview of the ‘GreenPulse for

TVET’ capacity-building initiative under the project, elaborating key components like upskilling ‘Green Skills Pioneer Trainers’, optimizing technical resources and tools, and boosting green literacy and skills training for young labour market entrants and adult workers. ILO external experts on green skills Professor Zhiqiang DU from Tianjin Light Industry Vocational Technical College and Associate Professor Yanzhao PAN of Tianjin Sino-German University of Applied Sciences delivered interactive thematic training based on three components of the Guide on Core Skills for the Green Transition.

The two-day capacity building workshop combined knowledge with practice through case studies and hands-on practices. Participants were guided to design teaching cases to incorporate green skills into vocational training via teamwork. After the completion of the workshop, qualified TVET teachers and in-company trainers received ‘Green Skills Trainer’ certificates, 20 of whom with outstanding performances were awarded as ‘Green Skills Pioneer Trainers​’.

From understanding green policies to deepening green awareness, from fostering green behaviours to implementing green production, this workshop made me realize that 'green' is not just a concept but a practical and executable action.

In September 2025, the project held the ‘Green Skills for Sustainable Development’ Symposium​ in conjunction with the 3rd Vocational Skills Competition of the People's Republic of China in Zhengzhou. This event officially launched the ‘GreenPulse for TVET’ initiative and the Guide on Core Skills for the Green Transition, including a teacher’s book and a student’s book. The Guide is a pioneering green skill toolkit in China and an innovation to address core skill demands for the green transitions at the country level. This workshop is an important starting point to explore practical pathways to integrate the guide content into existing vocational training. The project will organize subsequent activities for trainers and teachers, young labour market entrants and adult workers under the ‘GreenPulse for TVET’ initiative, contributing to China’s green transition and global sustainability goals.
