Azerbaijan strengthens tripartite dialogue on occupational safety and health
More than 90 representatives of government, employers and workers took part in an ILO webinar to exchange experience and strengthen knowledge on occupational safety and health.

BAKU (ILO News) - More than 90 representatives of government institutions, employers’ and workers’ organizations in Azerbaijan participated in a three-day webinar organized by the International Labour Organization (ILO) to strengthen knowledge and exchange experience on occupational safety and health (OSH).
Held from 1 to 3 June 2026, the tripartite webinar provided a platform for dialogue and peer learning on key occupational safety and health challenges and approaches, building on discussions initiated during an ILO seminar on international OSH standards held in Baku in July 2025. Participants explored international experience and discussed practical examples related to prevention, workplace safety culture and national OSH systems.
The webinar focused on topics that are particularly relevant following Azerbaijan's recent ratification of the Promotional Framework for Occupational Safety and Health Convention, 2006 (No. 187), and ongoing efforts to align national legislation and practice with international labour standards. It aimed to further strengthen the capacities and knowledge of national constituents on legislation, institutional set-up, practical arrangements and implementation.
Creating a safe and healthy working environment is possible only through joint cooperation and a responsible approach.

Opening the webinar, Ilgar Mammadov, Deputy Head of the State Labour Inspectorate Service, highlighted the growing importance of preventive approaches in occupational safety and health. "Today, the field of occupational safety and health is characterized not only by its supervisory function, but also by the application of preventive approaches and awareness-raising measures," he said. "We believe that creating a safe and healthy working environment is possible only through joint cooperation and a responsible approach."
The programme covered a range of topics, including the preventive approach to OSH, building a prevention culture at the workplace, occupational safety and health management systems, occupational diseases and their recognition, recording and notification, legal and institutional frameworks, prevention strategies, OSH service providers, workers’ health surveillance. The webinar was facilitated by Prof. Jovanka Bislimovska, international OSH expert, and Darko Dochinski, Labour Administration, Labour Inspection and OSH Specialist at the ILO Office for Eastern Europe and Central Asia.
Through active participation and knowledge sharing, the webinar contributed to strengthening the capacity of national stakeholders to advance safer and healthier workplaces in Azerbaijan. The experience and knowledge shared during the webinar will support ongoing efforts to improve national legislation and practices in the area of OSH, and facilitate the transition from a compensation-based and reactive approach to a proactive, prevention-oriented OSH system.
