The proceedings and papers from the eighth regional seminar for labour-based technology practitioners held in Cairo, Egypt in October 2000. The theme of the seminar was 'the new millenium - challenges for employment intensive investments'. The sub-themes covered in the seminar included the following: urban communities and socio-economic issues; rural infrastructure development; policy and implementation issues; capacity building; rural travel and transport. The seminar also included site visits to witness labour-based technology in practice in and around Cairo
