High-level evaluations of strategies and Decent Work Country Programmes

This document presents a summary of the findings and recommendations of three independent high-level evaluations conducted during 2025 by the ILO Evaluation Office – Part I: The ILO Youth Employment Action Plan 2020–24; Part II: The ILO Better Work Programme (2014–25), with a focus on the Phase V Strategy (2022–27); and Part III: ILO Decent Work Country Programmes and Strategies in Central America (2020–24). The Governing Body is invited to endorse the recommendations and request the Director-General to ensure that they are implemented (see the draft decision in paragraph 81).
