High-level evaluation

Independent high-level evaluation of the ILO’s strategies and actions under the Youth Employment Action Plan 2020-30

The high-level evaluation reviewed the Office’s strategies and actions under the Youth Employment Action Plan (YEAP) 2020-2030 for the period 2020–24. It paid particular attention to the five policy areas of the YEAP: employment and economic policies for youth employment; labour market policies; employability (education, training and skills, and the school-to-work transitions); youth entrepreneurship and self-employment; and rights for young people. The high-level evaluation offers key findings, lessons learned, good practices and forward-looking recommendations to improve the International Labour Organization’s work in these areas and will be discussed during the ILO Governing Body Session in November 2025.
