Towards Better Inclusion of Labour Migration in Employment Statistics in Tunisia

Tunis (ILO – News) – As part of the redesign of the National Population and Employment Survey (ENPE), the National Institute of Statistics (INS), with the technical support of the International Labour Organization (ILO), organized a technical workshop on 11 July 2025 in Tunis, dedicated to the design of a sampling plan that integrates labour migration dynamics.

This workshop is part of the joint INS–ILO action plan launched at the beginning of 2025, which aims to strengthen the quality of labour market statistics in Tunisia, in accordance with the latest standards of the International Conferences of Labour Statisticians (ICLS). It was organized with the support of the THAMM Plus project, funded by the European Union, which supports efforts to better integrate the migration dimension into national statistical systems.

Concrete Results for More Inclusive Labour Statistics

The workshop brought together around thirty participants from the INS and various national institutions involved in the employment survey redesign committee, allowing them to deepen their understanding of:

• international standards related to international labour migration,
• the methodological principles guiding the new sampling plan,
• and recommendations regarding the communication and dissemination of future results.

These discussions contributed to strengthening the capacities of national stakeholders to implement an employment survey that more accurately reflects the realities of the labour market, including the international mobility of workers.

Institutional Mobilization for Reliable Data

The strong involvement of participating national institutions illustrates Tunisia’s commitment to developing quality statistics, essential for formulating evidence-based public policies. The integration of labour migration into statistical instruments is now essential to address the challenges of an ever-evolving labour market, while ensuring effective monitoring of progress towards full employment and decent work for all.

Next Steps

This workshop is part of a series of planned activities within the framework of the employment survey redesign. The next steps include a testing phase, the finalization of methodological tools, and the training of field agents. The THAMM Plus project will continue its support for components related to labour migration, in complementarity with other ILO initiatives aimed at sustainably strengthening the Tunisian statistical system.
