Senegal and ILO partner to promote decent jobs through local infrastructure
The new agreement will boost decent employment opportunities, especially for youth and women, by integrating labour-intensive public works into local development projects.

DAKAR, Senegal (ILO News) - On 2 October 2025, the Municipal Development Agency (ADM) of Senegal and the International Labour Organization (ILO) signed a Memorandum of Understanding at the ADM headquarters in Dakar. This agreement marks a significant milestone in the promotion of decent employment, particularly for youth and women, through the integration of the Labour-Intensive Public Works (LIPW) approach in local infrastructure projects.
The signing ceremony was attended by Dr. Mamouth Diop, Director General of ADM and Ms. Samira Daoud, ILO Director for Senegal, Cape Verde, Guinea, and the Decent Work Technical Support Team for West Africa.
This partnership aims to:
- Create large-scale decent employment opportunities;
- Promote the use of local materials and local know-how;
- Strengthen the capacities of local stakeholders;
- Promote the economic inclusion of youth and women;
- Maximize the social impact of public investments.
The new agreement marks a major step toward the territorialization of employment and inclusive growth in support of sustainable territorial development in Senegal.
