Georgia

Georgia has been an ILO member state since 1993. The country has ratified 18 Conventions including 8 out of the 10 Fundamental Conventions, 2 out of the 4 Governance Conventions and 8 out of the 176 Technical Conventions. All 18 Conventions ratified by Georgia are in force.

ILO's development cooperation projects have focused mostly on improvement of the regulatory framework, the promotion of social dialogue, and the strengthening of social partners. Following a series of regulatory reforms adopted throughout 2018-2020, which brought labour legislation and the enforcement thereof more in conformity with relevant international labour standards, cooperation expanded to also include collaboration on gender equality, entrepreneurship, formalization and social protection.

In August 2024, the Government of Georgia, the Georgian Trade Union Confederation (GTUC), the Georgian Employers' Association (GEA) and the ILO signed a Memorandum of Understanding establishing the country's first Decent Work Country Programme (DWCP). The programme is built around two priorities — the development of social dialogue and just transitions to adapt to economic change — translated into nine outcomes.

The programme is jointly implemented by the four partners, with a tripartite Steering Committee providing strategic direction and reviewing implementation on a semi-annual basis. The DWCP initially covered 2024–2025 and has been extended to 2026. Work is under way with the constituents on the next programming cycle.
