Mapping enterprise formalization measures in tourism in the European Union

Tourism plays a crucial role in economic growth and employment generation in European countries. However, informality remains a significant challenge in the sector contributing to deficits in decent work and sustainability and undermines tax revenues, regulatory oversight, fair competition, and labour standards. To better understand this issue, a 2024 stocktaking exercise identified measures that European countries have adopted to promote enterprise formalization in the tourism sector. These examples offer policymakers and tourism stakeholders with actionable insights and inspirations to support tourism entrepreneurs in their transition towards formality and thereby enhance the sustainability and competitiveness of Europe’s tourism industry.
