Unlocking the transformative potential of lifecycle social protection through an integrated and multi-tiered system

A summary report on Oman’s reform of its social security system explores how the country is building a rights-based, integrated and sustainable social protection system that expands coverage across the lifecycle.

This joint report by the International Labour Organization (ILO) and the Social Protection Fund of the Sultanate of Oman documents Oman’s comprehensive reform of its social security system, one of the most ambitious social protection transformations undertaken in the Arab region in recent decades.

The report examines how Oman has re-envisioned social protection through an integrated and multi-tiered system that combines universal guarantees and contributory schemes to provide protection across the lifecycle.

It highlights the introduction of a universal government financed social protection floor, a unified contributory pension scheme, expanded protections for national and non-national workers, and an integrated governance and institutional framework designed to promote adequacy, sustainability, equity and alignment with international labour standards. The report recounts the background, process and outcomes of the ambitious and comprehensive social protection reform agenda that sets Oman on a path to advance universal social protection as a fundamental driver of social justice.
