Toolkit for lifelong learning policy assessment: Part 2

In Part 1 of this handbook, we explain the different aspects of a lifelong learning policy framework. In Part 2 of the handbook, we incorporate a toolkit for policy assessment.

This two-part report provides policymakers with conceptual frameworks, analytical models and a practical assessment toolkit to design, evaluate and strengthen national lifelong learning systems in line with the ILO’s Skills and Lifelong Learning Strategy 2030.

Part 2 introduces a practical assessment toolkit structured around six categories of 39 policy questions aligned with the ILO skills pillars. The toolkit produces two key outputs: a lifelong learning policy profile mapped against the ILO skills pillars, and an assessment of policy adequacy identifying gaps and informing future policy action.
