Analytical framework and toolkit for the review of national lifelong learning systems: Part 1

This two-part report provides policymakers with conceptual frameworks, analytical models and a practical assessment toolkit to design, evaluate and strengthen national lifelong learning systems in line with the ILO’s Skills and Lifelong Learning Strategy 2030.

Part 1 examines the conceptual foundations of lifelong learning, clarifying key definitions and situating them within a broader policy context. It highlights the multiple objectives that lifelong learning systems can serve, including employability, quality of life, social inclusion and active participation, and proposes three models to guide the conceptualization and assessment of lifelong learning policy.
