Temporary labour migration schemes in the Pacific through the lens of international human rights and labour standards

The ILO Office for Pacific Island Countries has prepared a technical report reviewing the Pacific Australia Labour Mobility (PALM) scheme and New Zealand’s Recognised Seasonal Employer (RSE) scheme through the lens of international human rights and labour standards. Within this scope, the report also considers recent reforms to both schemes and examines issues relating to equality of treatment, fair recruitment, access to justice, working and living conditions, and the participation of women and other groups who may face barriers in temporary labour migration programmes.
