Systems analysis for grievance documentation and case management system for improving trade union operations and outreach capabilities within the garments, palm oil and fisheries sectors

The study provides detailed insights into the procedural workflows, data management limitations, communication channels, and resource constraints that currently characterize grievance handling across the sectors in question. The findings and recommendations outlined herein are intended to serve as a reference point for trade union federations and their partners as they consider the development and implementation of digital case management solutions tailored to their unique organizational contexts.

This report summarizes the findings of Labor Solutions’ study of grievance tools and case management in two trade union federations and their associated confederations in the garment sector, as well as in the palm oil and fisheries sectors, in Indonesia in February – April 2023. Trade union grievance mechanisms are an important part of the worker safety net, as they ensure that workers have an outside party to report concerns to when factory management or their employers do not sufficiently address safety or rights issues.
