Ship to Shore Rights South-East Asia: Safe migration for decent work in the blue economy – Institutional capacity-building curriculum

Organizations supporting migrant workers in the fishing, aquaculture and seafood processing sectors require strong institutional systems and skilled personnel to deliver services and implement programmes effectively. However, differences in organizational resources, experience and operational capacity can create challenges in meeting donor requirements, managing projects and responding to the needs of migrant workers.

Developed as a companion to the Ship to Shore Rights South-East Asia Institutional Stakeholder Institutional Capacity-building Strategy, this curriculum translates identified capacity development needs into structured learning opportunities for implementing partners. It covers five core areas: donor compliance, financial and technical reporting, communications, monitoring, evaluation and learning, and organizational resilience. Strategic learning builds on these areas and introduces additional training on worker engagement and organizing, and peer learning and mentorship.

The curriculum adopts a modular approach that allows organizations to follow learning pathways tailored to their existing capacities and institutional priorities. It incorporates practical tools, digital technologies, peer exchanges and mentorship to strengthen organizational systems, leadership and collaboration. Through this approach, the curriculum seeks to enhance the effectiveness, inclusiveness and sustainability of organizations supporting migrant workers throughout the fish and seafood supply chain.
