The publication reviews the implementing rules and regulations of the Indigenous Peoples' Rights Act (IPRA), the national law on indigenous peoples, which reflects the spirit and intent of the Indigenous and Tribal Peoples Convention, 1989 (No. 169).

The exercise of the right to self-governance by indigenous peoples (IPs) could be significantly enhanced if the practices of basic units of governance, the local government units (LGUs), were to conform to the practices of traditional institutions recognized by the IPRA.
