ILO Global Flagship Programme on Building Social Protection Floors for All: Strategy for the third phase (2026-30)

Launched in 2016, the ILO’s Global Flagship Programme on Building Social Protection Floors for All has provided a coherent framework for advancing universal social protection through a shared theory of change, a common results framework and systematic evidence generation. Throughout its first two phases, the Flagship Programme has demonstrated the value of a long-term, system-building approach grounded in international social security standards and social dialogue.

This publication presents the strategy for the third phase (2026-30) of the Flagship Programme. The new strategy maintains a strong focus on building core social protection systems, with the aim of creating and strengthening inclusive and comprehensive systems that cover all branches of social security. It also leverages these systems as drivers of equitable national structural transformations — supporting the formalization of enterprises and employment, transitions to greener and more climate-resilient economies, digital transformation, crisis recovery and reconstruction, and adaptation to major demographic shifts such as population ageing.
