The ILO and Derrama Magisterial: an alliance for teachers’ social security
In this dossier, the ILO and Derrama Magisterial present the outcomes of a five-year alliance that has strengthened the governance, sustainability, and quality of services of Peru’s teachers’ social security institution. The dossier highlights the achievements, remaining challenges, and the shared vision of further enhancing the well-being of teachers and their families.
This dossier summarizes the Technical Assistance Programme carried out by Derrama Magisterial (DM) and the ILO between 2019 and 2025, aimed at strengthening the social security of Peruvian teachers. The initiative focused on three areas: representation and governance, quality and sustainability of benefits, and institutional strengthening.
Key achievements include the adoption of international good practices in governance, long-term financial projections ensuring sustainable benefits through 2053, the professionalization of senior management, the creation of a roadmap for digital transformation, and the incorporation of teachers’ voices in the design of new benefits.
The dossier also outlines pending challenges that DM must continue to address, related to legal stability, communication with members, updating its benefits matrix, and consolidating a culture of social security. The ILO reaffirms its commitment to supporting the institution in this process of strengthening and sustainability.
