Employment Impact Assessment of the Regional Rusumo Falls Hydropower Project, Rwanda

This report presents an employment impact assessment (EmpIA) of the Regional Rusumo Falls Hydropower Project (RRFHP), a cross-border energy investment spanning Rwanda, Tanzania and Burundi. The study examines both direct and non-direct employment effects from the construction of the hydropower plant and transmission lines in Rwanda.

Using direct employment data collected from the Energy Development Corporation Limited (EDCL) and modelling approaches based on a Social Accounting Matrix (SAM) and the ILO's Structural Model for Sustainable Development (SMSD), the analysis estimates that more than 5,400 direct jobs and about 17,000 non-direct full-time equivalent jobs were created. The report highlights the predominance of short-term casual employment, limited social protection coverage, and the need for local skills development and formalization measures to strengthen the decent work outcomes of future energy infrastructure investments.
