Employment impact assessment of Luangwa-Mwami Road, Zambia, using LFS and GIS

This publication presents a second Employment Impact Assessment (EmpIA) of Phase 2 of the Nacala Road Corridor Project (NRCP) in Zambia, undertaken by the ILO in collaboration with the African Development Bank (AfDB) and co-funded by the European Union.

Building on the previous EmpIA that used satellite-based nighttime lights (NTL) to estimate employment effects, this study applies Labour Force Survey (LFS) data to further break down employment effects and applies Geographic Information Systems (GIS) to measure access to social infrastructure along the Luangwa–Mwami section of the corridor.

The report demonstrates how integrating official labour data with spatial methods can enhance the understanding of the employment and social outcomes of major transport investments, and provides guidance for future applications of the EmpIA approach.
