Social dialogue in the Peruvian construction sector

Peru’s construction sector has benefited from more than two decades of sustained social dialogue between FTCCP and CAPECO, consolidating a stable model of collective bargaining. This process has enabled wage improvements, continuous training, and the creation of new job categories with an inclusive approach. During the pandemic, both parties coordinated joint actions that accelerated the sector’s recovery. The experience has been further strengthened through initiatives such as the Construction Breakfasts, which broaden the dialogue agenda and enhance labour governance.

Social dialogue in Peru’s construction sector stands out as a robust and sustained bipartite process between the Federation of Civil Construction Workers of Peru (FTCCP) and the Peruvian Chamber of Construction (CAPECO). Since 2004, both organizations have carried out annual collective bargaining processes marked by direct negotiations, the absence of strikes, and the development of a shared agenda aimed at improving working conditions, strengthening occupational safety and health, and promoting workforce professionalization.

Over more than two decades, this model has enabled regular wage increases, the creation of new job categories such as vigías—supporting greater inclusion of women—technical training through the Training Fund, and coordinated responses to crises such as the COVID-19 pandemic. Additionally, initiatives like the “Construction Breakfasts” have expanded dialogue spaces toward strategic issues for the sector, reinforcing labour governance and fostering stronger cohesion between workers and employers. The systematization of this experience provides a valuable reference for other sectors seeking to build sectoral collective bargaining mechanisms and strengthen labour relations based on trust and effective representation.
