Background report on home-based and community-based care workers in Sri Lanka

This report evaluates the working conditions, rights, social protection, and health of home-based and community-based care workers in Sri Lanka. Based on national policy, research, and stakeholder inputs, it identifies key structural challenges and gaps in recognition for care workers. It highlights Social and Solidarity Economy (SSE) models, like care cooperatives, as solutions to promote decent work and formalize care jobs. Ultimately, the study provides practical recommendations to advance an inclusive, gender-responsive, and sustainable care economy.

This report provides a comprehensive assessment of the working conditions of home-based and community-based care workers in Sri Lanka. It examines key issues related to employment formalization, rights at work, social protection coverage, occupational safety and health, earnings, working time, and social dialogue. Drawing on national legislation, policy frameworks, existing research, and stakeholder consultations, the study highlights the structural challenges faced by care workers and identifies significant gaps in recognition, protection, and support.

The report also explores the potential of Social and Solidarity Economy (SSE) approaches, particularly care cooperatives, as innovative mechanisms for promoting decent work, strengthening labour rights, improving access to social protection, and supporting the formalization of care work. By generating evidence and practical policy recommendations, the publication contributes to ongoing national efforts to build a more inclusive, gender-responsive, and sustainable care economy.
