Strengthened capacity of member States to ratify and apply international labour standards and to fulfil their reporting obligations

This intervention aims to strengthen constituents’ engagement on compliance with and reporting on international labour standards. It provides specific assistance in follow-up to the comments of the ILO’s supervisory bodies on the application of ILO conventions on Freedom of Association and Protection of the Right to Organise Convention, 1948 (No. 87), and the Right to Organise and Collective Bargaining Convention, 1949 (No. 98).

The project provides specific assistance in follow-up to the comments of the ILO’s supervisory bodies on the application of the Freedom of Association and Protection of the Right to Organise Convention, 1948 (No. 87), and the Right to Organise and Collective Bargaining Convention, 1949 (No. 98). The focus is on supporting legislative amendments and strengthening the capacity of constituents for effective implementation of laws and access to legal remedial measures.


The expected end-result is that tripartite constituents adopt a legislative agenda that addresses the comments of the ILO supervisory bodies, including freedom of association and collective bargaining (FoA CB) as well as response to COVID-19. The social partners are capacitated to improve mechanisms for monitoring and investigation of cases, support national tripartite mechanisms for legislative and policy reforms, which in turn fosters an enabling environment to ratify at least two additional technical Conventions.

Expected Results:

o Improvements in monitoring and investigation bodies for resolution
of labour-related cases, enhancing not only labour lens but also
gender lens
o Policy and legislative agenda with consideration of gender and OSH
dimensions of reforms for National Tripartite Industrial Peace

  • Gender-sensitive joint union proposals on proposed bills addressing CEACR comments on Convention No.87 and COVID-19 response.
  • Pre-ratification reviews for Labour Statistics Convention, 1985 (No.160) to update policies or plans, enhancing gender dimensions, to comply with the Conventions. .
  • Pre-ratification reviews for ILO Occupational Safety and Health Convention, 1981 (No. 155) taking into account different challenges of women and men, to update legislation and/or policies, or plans to comply with the Conventions.

Department of Labor and Employment (DOLE), Department of Justice (DOJ), Philippine Statistics Authority (PSA), Senate of the Philippines, Members of the National and Regional Tripartite Industrial Peace Councils and Monitoring Bodies, Occupational Safety and Health (OSH) stakeholders, trade unions/workers organisations and their gender focal points, including national federations, trade union centers, regional/local unions, employers’ organisations, including Employers Confederation of the Philippines (ECOP) and chambers of commerce, and so on.
