Improved social dialogue, tripartism and better application of basic rights on freedom of association and the right to collective bargaining

This intervention promotes social dialogue to improve the Philippines’ compliance with national and international labour standards in selected economic zones and is part of an integrated strategy that feeds into policy and legal reforms, including COVID-19 responses.

The project provides technical support to tripartite constituents to improve workplace cooperation, workplace compliance and dispute resolution mechanisms, especially in relation to Freedom of Association and Protection of the Right to Organise Convention, 1948 (No. 87), and the Right to Organise and Collective Bargaining Convention, 1949 (No. 98) and Promotional Framework for Occupational Safety and Health Convention (No. 187).

The expected results of the action under this project are three-fold:

Firstly, tripartite and bipartite social dialogue mechanisms are strengthened.

Secondly, the institutional framework for dispute resolution is improved.

Thirdly, the Employers Confederation of the Philippines (ECOP) provides services on workplace compliance and sustainable business practices in enterprises and workers' organizations offer stronger support for monitoring workers' rights in the workplace, including on observance of occupational safety and health (OSH) and COVID-19 protocols.

The intervention also seeks to complement the ILO-EU Trade for Decent Work Project: Philippine Component "Promoting social dialogue for improved compliance, better application of International Labour Standards and COVID-19 response".

Implementing Partners:

Department of Labor and Employment (DOLE), Department of Trade and Industry (DTI), Philippine Economic Zone Authority, (PEZA), local government units (LGUs)) covering selected ecozones, the Employers Confederation of the Philippines (ECOP), chambers of commerce, economic zone enterprises/locators, workers' organizations at different levels, including national federations, union centres, regional/local unions, and their gender focal points.
