Project to Strengthen Integrated Training, Orientation and Labor Market Insertion Systems (FOIL)

Direct beneficiaries

occupational training institutions and the employment services of the Employment Directorates of the Ministries of Labor of Central America and the Dominican Republic, which receive support to improve their operations.

Final beneficiaries

vulnerable populations in the countries of the region that require support to improve their working and living conditions; specifically women heads of household, men, women and young people excluded from the formal education system and workers in the informal sectors of the economy, with low educational levels, scarce resources and in need of retraining.

Objective

Contribute to the institutional strengthening of public labor administrations in the region, so that they are capable of facilitating comprehensive attention in terms of socio-labor insertion to vulnerable people and groups in Central America and the Dominican Republic, enhancing and maximizing regional integration processes.

Immediate objectives:

At the end of the project, there will be an integrated Central American socio-labor system, based on institutions with the capacity to program and execute quality public policies with equity and sustainability.

At the end of the project, the labor intermediation, vocational guidance and professional and business training instruments of the region's public labor administrations will have been improved for regional coordination and to ensure gender inclusion and social equity.

Proposed results

Result 1.1: Consolidated and expanded inter-institutional meeting spaces at the regional level.

Outcome 1.2: Subregional and national employment services strengthened, with greater capacity for coordination and to provide information and assistance to the population as a whole, including migrants, incorporating the gender perspective and fulfilling program coordination and harmonization functions.

Outcome 2.1: Occupational training instruments harmonized regionally and with a gender perspective: technical labor competency standards, curricular designs and certification.

Outcome 2.2: A system for the exchange of information among the countries of the region in the area of labor market insertion and vocational and business training and the promotion of a gender equity approach is established, based on the participatory construction of new instruments and the improvement of existing ones.
