Background

The Integrated Programme on Fair Recruitment (FAIR) was established in 2015 as a joint operation by the ILO’s Fundamental Principles and Rights at Work Branch (FUNDAMENTALS) and the Labour Migration Branch (MIGRANT). The project is funded by the Swiss Agency for Development and Cooperation.

The long-term goal of the project is the reduction in deceptive and coercive practices during the recruitment process and violations of fundamental principles and rights at work, as well as other human and labour rights, brought about through increased safe migration options, effective regulation of public and private employment agencies, and unscrupulous actors being held accountable for violations.

Objectives

As FAIR – Phase II (2018-2022) is a continuation of Phase I (2015-2018) of the project, the objectives remain in place with an intensified focus on the expansion of fair recruitment practices in existing corridors as well the improvement of access to justice.

The project strategy is based on a three-pronged approach:

1. establish fair recruitment corridors to prevent exploitation of migrant workers
2. provide migrant workers with access to reliable information and improved services and
3. disseminate global and national knowledge about fair recruitment and engagement with media.

Activities:

• Engage with the Governments of Nepal, Jordan and Qatar to promote the principles of fair recruitment and focus on the operationalization of the ILO General Principles and Operational Guidelines for Fair Recruitment.
• Develop and promote context specific skills training programme that meets the international labour standards and factories requirements.
• Identify and build the capacity of national private employment agencies and registered sub-agents in Nepal that are committed to respect core human rights instruments including international labour standards.
• Conduct Jordan and Qatar specific pre-departure training to ensure that workers are fully aware of the working and living conditions that awaits them in the country of destination.
• Engage with trade unions to improve their capacities to develop their services including access to legal support for violations during the recruitment process both for migrant workers in countries of destination and returnees.
• Engage with the media to promote reporting of recruitment abuses and solutions.

Partners:

The project will work both with national stakeholders in the target countries as well as international partners. The main international collaborating partners’ of the project include the International Trade Union Confederation (ITUC) and affiliates and the International Organization for Employers (IOE) and affiliates. Further, the project will be working with governments, trade unions, employers’ organizations and NGOs in target countries.
