Improving Labour Governance in Papua New Guinea

As Papua New Guinea continues to develop, strengthening its labour governance offers a powerful opportunity to ensure that growth is inclusive and fair. Updating legislation, improving data, and building institutional capacity will lay the foundation for a more dynamic and equitable world of work.

The project thus aims to enhance labour market governance to promote decent work, social justice, and inclusive growth through three key outcomes.

First, it seeks to modernize labour administration by aligning laws with International Labour Standards and strengthening national institutions. This includes updating legislation, improving systems for labour inspection and dispute resolution, establishing a national Occupational Safety and Health framework, and enhancing wage-setting mechanisms.

Second, it strives to improve labour market information to enable evidence-based decisions. By supporting Papua New Guinea’s first Labour Force Survey, a Labour Statistics Master Plan, and a comprehensive Labour Market Information System, the project will help close data gaps and support informed policy development.

Third, it fosters meaningful social dialogue among government, employers, and workers. Strengthening the National Tripartite Consultative Council and building the capacity of social partners will promote constructive engagement.

Together, these efforts will help Papua New Guinea build a stronger labour market that advances the country’s vision of decent work and sustainable development.
