ENTRUST Initiative: Enhancing tripartite roles to uphold just transitions in sectors undergoing green transformations

The ENTRUST Initiative strengthens the capacity of government, workers’ and employers’ organizations in the Philippines to advance just transitions in key employment-generating sectors undergoing green transformation, particularly renewable energy, transport and construction, through stronger policies, data, skills and social dialogue.

The Enhancing tripartite roles to uphold just transitions (ENTRUST) Initiative strengthens the capacity of the government, workers, employers and local partners in the Philippines to shape and implement a just transition in key sectors undergoing green transformation. The initiative is supported by the ILO’s Regular Budget Supplementary Account (RBSA) with contributions from Belgium, Denmark, France, Germany, Italy, Luxembourg, Netherlands, Norway, Sweden, Spain, and Qatar.

Outcomes:

  1. Enabling tripartite partners (government, workers’ and employers’ organizations) to shape and advocate for just transition in national policies, plans and programmes, supported by relevant data, statistics, labour market information and research, and through formal participation in decision-making.
  2. Engaging partners in demonstrating just transition strategies and mechanisms across different levels of climate action.

  • Strengthen green jobs data, labour market information and research to inform just transition policies and programmes.

  • Build the capacity and networks of women and young workers to participate in just transition.
  • Support green skills development, upskilling and reskilling for sectors undergoing green transformation.
  • Develop policy, advocacy and knowledge products to support just transition action.
