Overview

The International Labour Organization (ILO) is partnering with the CARICOM Secretariat and the International Organization on Migration (IOM) to strengthen regional cooperation on labour migration and human mobility. Over a six-month period, the ILO will provide targeted technical support to the CARICOM Secretariat and Member States, ensuring that governments, workers’ and employers’ organizations are equipped with data and analysis of the Caribbean labour market and migration dynamics. This collaboration will also inform strategic decision-making and contribute directly to social partners participation in the development of a Regional Labour Migration Policy Framework and Action Programme (RLMPF), within the wider process for finalization of a CARICOM Regional Migration Policy Framework (CRMPF).

Objective

Project objectives

The project aims to:

  • Promote greater cooperation among Caribbean countries for improved governance and management of human and labour mobility.
  • Strengthen the capacity of the CARICOM Secretariat and Member States to develop and implement a Regional Labour Migration Policy Framework (RLMPF) within the broader CARICOM Regional Approach to Migration Policy (RAMP).
  • Foster a human-rights based, inclusive consultative process that integrates perspectives of governments, workers, employers and other key regional stakeholders.

Key activities

The project will facilitate social dialogue with tripartite constituents through coordination of consultations with senior public sector officials, and representatives of workers and employers' organizations, in order to refine the recommended strategies.

  • Caribbean Labour Market Assessment (CLMA) report: A validated, comprehensive situational analysis of labour market and migration dynamics across CARICOM Member States.
  • Consultation reports: Documentation of stakeholder inputs, recommendations, and consensus from regional and national consultations.
  • Updated Regional Labour Migration Component of the CARICOM Regional Migration Policy Framework (CRMPF), with a detailed Action Plan for implementation.
