Development of Regional labour Migration Policy Framework and Action Programme for CARICOM

The Caribbean Community (CARICOM) Secretariat, in collaboration with the International Labour Organization (ILO), formally convenes the Regional Consultation of Senior Labour Officials on the Development of a Regional Labour Migration Policy Framework and Action Programme (virtual) on 29 and 30 July 2025.

This consultation is intended to provide a structured platform for Senior Labour Officials to further contribute vital input to the labour migration components of the broader CARICOM Migration Policy Framework (CMPF) as mandated by the Nineteenth Special Meeting of the Conference of Heads of Government on Crime and Security (February 2019). In addition, it is also intended to inform the development of a dedicated Labour Migration Policy Framework and Work Programme.

The objectives of the Consultation are to:

  • Present the draft CARICOM Regional Migration Policy Framework (CMPF), focusing on its labour migration components;
  • Share and discuss the findings of the recently completed CARICOM Labour Market Assessment;
  • Collect targeted feedback and recommendations from Ministries responsible for Labour, on labour migration governance; and
  • Strengthen tripartite constituents’ understanding and collaboration on labour migration issues in the region.
