Building a Generation of Safe and Healthy Workers

The project, funded by the United States Department of Labor (USDOL) aims to improve occupational safety and health (OSH) conditions of young workers, and promote a culture of prevention in the country. It targets young workers aged 15 to 24 years old in construction, manufacturing and agriculture, considered among the dangerous sectors.

The ILO estimates 2.3 million women and men die from occupational injury or disease yearly, an additional 160 million who suffer from work-related diseases and 313 million workers from non-fatal injuries. Every day, 6,400 people die from occupational accidents or diseases, and 860,000 people are injured on the job.

Recognizing the need to address various OSH global issues, the United States Department of Labor (USDOL) granted the ILO's request to implement a global project that will address various OSH issues workers are confronted with. The Philippines was identified as one of the pilot countries apart from Viet Nam and Myanmar.

The project will focus on young workers aged 15 to 24 years old in the construction, manufacturing and agriculture sectors. It will work with stakeholders to attain the four components of the project, namely:
  • ensuring the availability and effective utilization of comprehensive, relevant and quality OSH data and information;
  • strengthening national OSH legislation, regulations and policies;
  • enhancing capacities to monitor working conditions and enforce OSH laws, policies, regulations; and
  • increasing awareness and knowledge of the particular hazards and risks faced by young workers.
The project will work closely with various government institutions with the Department of Labor and Employment (DOLE) as the lead agency. Other government agencies the project will collaborate with are the Department of Education (DepEd), Department of Health (DOH), Department of Public Works and Highways (DPWH), Philippine Statistics Authority (PSA), Technical Education and Skills Development Authority (TESDA), and Social Security System (SSS).

The social and civic partners of the project are the trade unions/workers', employers', and youth-led and youth-based organizations.
