Tripartite Validation Workshop on the Results of the Assessment Survey on Regional Industrial Peace Council (RTIPC) and Industry Tripartite Council (ITC) Awareness on Occupational Safety and Health
The workshop gathered 60 representatives of tripartite councils in the regions as well those coming from Industry Tripartite Councils and the Tripartite Executive Committee of the National Tripartite Industrial Peace Council. DOLE Undersecretary Joel Maglungsod graced the event with a keynote message highlighting that despite the constitutional guarantees to safeguard workers' social and economic well-being as well as their safety and health, there are still noted cases of work-related injuries and accidents which should have been mitigated if preventive measures were in place.
Department of Labor and Employment (DOLE) Director Benjo Santos Benavidez presented the highlights of the survey results citing that OSH as an agenda in tripartite discussions are indicated in outputs such as proposed policy documents as well as voluntary codes of good practices. He shared that while tripartite councils have been instrumental in the eventual issuance of policies on labour and employment, there is sufficient room for improvement so that tripartite discussions will prioritize OSH issues at both the industry and regional levels. His presentation also noted that respondents to the survey showed a moderate level of awareness of OSH thus justifying the need for capacity-building of tripartite representatives to enhance their role in promoting OSH.
After the presentation of survey results, participants were grouped into workshop groups to gather their inputs that will enhance the survey results. Workshop groups arrived at recommendations that include: expansion of the survey to in-depth review of the agenda and outputs discussed in tripartite councils at the regional, industry and national levels. The workshops also resulted to recommendations on subjects or topics which should be prioritized in capacity-building activities on OSH for tripartite council representatives as well as proposals for activities which tripartite councils may conduct to promote stronger OSH compliance.
