Applying the G20 Training Strategy, Skills for Trade & Employment - (STED Jordan)

Based on the "Skills for trade and employment: Applying the G20 training strategy", the ILO is implementing a series of projects around the world to strengthen the capability of countries to improve their training delivery systems and extend better training to those who need it most. In Jordan, the Applying the G20 Training Strategy, Skills for Trade & Employment - (STED Jordan) project focuses on the improvement of delivery and demand-driven training within the formal technical and vocational education and training system (TVET).

Based on ILO analysis, the food and beverage, sector and the pharmaceutical chemicals sectors have been identified as those with relatively strong potential to improve growth, raise productivity and increase employment opportunities across Jordan. Accordingly, the project applies the ILO’s Skills for Trade and Economic Diversification (STED) methodology to provide strategic skills training guidance. In addition, STED Jordan aims to integrate skills development and policies in traded sectors, with an aim to increase exports and to contribute to Jordan’s economic diversification.

The STED Jordan project also contributes to the National Employment Strategy and is part of the ILO’s Jordan Decent Work Country Programme.

Objectives

• Anticipate future skills development needs of workers to increase their productivity;
• promote participation of community collages, universities and other skills training providers in design and delivery disciplines;
• encourage sector-based approaches to identify key sectors that have a greater relative contribution to economic growth and productivity;
• enhance labour market information and employment services to increase companies' ability to access skilled labour;
• improve training quality and relevance to promote professional standards; and
• promote gender equality and broad access to skills training among the youth and people with disabilities as well as rural and migrant workers.

Main Activities

• Select key sectors for STED support in Jordan through sector-based analysis;
• establish steering committees in each sector compromised of representatives from Jordan’s Chamber of Industry, trade unions, and private sector employers;
• hold steering committee meetings to discuss based on ILO research to agree on recommendations; and
• develop training methodologies to build the technical capacity and skills of employees in selected sectors as well as support companies’ business management development in human resources and marketing.

Outcomes

• Bolster worker skills in selected sectors to increase productivity and reduce production costs;
• enhance export companies’ access to skilled labour to improve diversification of exports;
• improve competitiveness and economic growth; and
• increase employment opportunities for men and women.
