China
China is a founding member of the ILO. The ILO Country Office for China and Mongolia was established in Beijing in 1985, shortly after the start of China‘s reform process. Since then, the ILO has provided support to the Chinese government and social partners in areas such as labour legislation, employment promotion and social security reform.
After more than 40 years of reform and opening up, China has become the world’s second-largest economy and a key global trading partner. It has a population of 1.4 billion people and accounts for nearly a quarter of the world’s workforce. Over time, cooperation between the ILO and China has evolved to reflect the country’s social and economic development.
In July 2023, the ILO and its tripartite constituents in China signed a new Decent Work Country Programme for 2023–2025, later extended to 2027. This is the fourth programme since 2006. It provides the framework for cooperation to promote social justice and decent work for all.
Under this framework, ILO-China cooperation focuses on promoting full, inclusive and quality employment, as well as lifelong skills development, especially for workers in new forms of employment. It also supports stronger social protection and safer, healthier workplaces. In addition, the cooperation aims to improve labour relations and working conditions, and to strengthen China’s contribution to international exchanges for achieving the SDGs through South-South and Triangular Cooperation. Gender equality, tripartism and social dialogue remain central across all ILO activities.
