Workforce Workshop on Quality Internship and Apprenticeship Guidelines

Background

Work-based Learning such as Internships and apprenticeships in several developed countries are an important component of an education system. It is mandatory for all youth to follow internship and apprenticeship in Indonesia. This internship and apprenticeship program enables youth to have job orientation about specific careers that they may choose for their future employment. Even in Germany, it requires 3-5 years for youth in following apprenticeship program to ensure that youth will have competencies needed to get decent jobs.

The Government of Indonesia has launched the movement of internship and apprenticeship by involving thousands of employers. The Ministry of Manpower has followed up with Manpower Regulation No. 36/2016 as a legal framework for employers implementing internship and apprenticeship.

However, many employers are not interested yet to implement internship and apprenticeship program due to lack of incentives provided by government for employers. In addition, trade unions do not support the implementation of internship and apprenticeship program in companies because they perceive that it is a hidden agenda to implement a cheap labor policy. ILO has conducted a series of workshops for trade unions to build common understanding of the benefits of internship and apprenticeship.

Mitra Kunci and ILO will jointly collaborate to develop guidelines for trade unions and youth to implement apprenticeship program whilst Mitra Kunci is still supporting both internship (through Higher Education Institution program) and apprenticeship through PIs (project implementers) in three provinces. Mitra Kunci will incorporate Positive Youth Development into the guidelines. Mitra Kunci and ILO will conduct a joint 2-day workshop to build common understanding about the benefits of internship and apprenticeship program for companies, government, trade unions and youth.

In addition, workshop participants will provide feedback on proposed guidelines to strengthen ownership and willingness to adopt these guidelines. At the end of the second day, a small team consisting of representative of, trade-unions, youth and government will finalize the guidelines for a quality apprenticeship based upon feedback from workshop participants.

Objectives

1. To build common understanding and action plan among employers and trade-unions to expand quality internship and apprenticeship program.
2. To receive feedback from, trade-unions and youth on guidelines of quality apprenticeship which is relevant with Permenaker 36 year 2016.
3. To identify the roles of Manpower offices, trade unions and employers on the implementation of quality internship and apprenticeship.

Expected outputs:

1. Common understanding on Quality Internship and Apprenticeship for youth
2. Revised guidelines after receiving feedback from trade-unions and youth on the quality apprenticeship.
3. Identified roles and action plan from trade-unions, Ministry of Manpower and employers to implement quality internship and apprenticeship.
