Plan of Action for the Implementation of ILO Convention No. 151

Background

ILO Convention No. 151 on Labour Relations in the Public Service C.151) provides a framework for determining working conditions of all civil servants across the world. The Convention aims to encourage governments to extend the right to organize and to bargain collectively to all civil servants. Antigua and Barbuda ratified Convention No. 151 in 2002, which marked a significant step towards further realizing decent work, freedom of association and sound labour relations in the public service. To strengthen its implementation, a study was conducted to assess the extent to which national laws and regulations and other measures would need to be adjusted or complemented to meet the requirements of the Convention. The objective of this workshop is to discuss and agree on a Plan of Action on the full implementation of C.151. The Government of Antigua and Barbuda is resolved to serve as a model employer in a strong public sector with effective social dialogue.

Objectives

The workshop aims to bring together participants representing Government and workers’ and employers’ organizations to discuss the recommendations, to agree on the way forward and to prioritize interventions included in the proposed Plan of Action.
