Tripartite Plus Workshop

Participatory evaluation on the implementation of Law 18/2017 on the Protection of Indonesia Migrant Workers and development of joint recommendations to Amendment of Law 18/2017 and its technical regulations

Currently, the Indonesian House of Representatives Legislative Body is discussing the Third Amendment to Law Number 18 of 2017 (UUPPMI). To ensure that the revision process is based on evidence based and inclusive process participate by representatives of migrant workers and related key stakeholders, the Indonesian Ministry of Migrant Workers Protection in collaboration with the ILO through the PROTECT program carry out this Tripartite Plus Workshop.

Background

Indonesia's 2017 Law No. 18 on the Protection of Indonesian Migrant Workers (UUPPMI) mandates improved coordination, strong bilateral agreements, gender-responsive labour migration governance, and protection of migrant workers' rights. The Indonesian House of Representatives is discussing a Third Amendment, with the Ministry of Migrant Workers Protection and the ILO through the PROTECT programme collaborating on a Tripartite Plus Workshop to ensure an evidence-based and inclusive process.

Objectives

The workshop aims to identify and analyse the gap between ILO labour standards and UUPPMI to ensure effective coordination and protection throughout the migration cycle. It will also facilitate a tripartite consultation for 55 participants (40% women) on the third amendment of Law 18/2017. Knowledge sharing will occur among government, trade unions, and stakeholders. Joint recommendations will be developed for amendments to Law 18/2017, focusing on specific, measurable, gender-responsive, and relevant sectors.

Target Participants, Resource Persons, and Area

55 participants (40% women) consisting of representatives of ministries/government institutions, financial institutions (Bank of Indonesia) that have programs related to labour migration and protection of migrant workers at the central and regional levels including labour inspectors, CSOs and migrant worker unions/migrant worker representatives, P3MI, APINDO, LPKLN associations, P3MI Associations, Academics, especially from potential areas that have many female migrant workers working in Malaysia both in the domestic and manufacturing sectors.

- East Nusa Tenggara Province and Kupang Regency
- North Sumatra Province and Deli Serdang Regency,
- Lampung Province and East Lampung Regency,
- West Java Province and Cirebon Regency,
- East Java Province and Tulungagung and Blitar Regency,
- Riau Islands Province and Tanjung Pinang Regency
