2nd THAMM Regional Conference

After the first regional conference which focused on Strategic and operational trends, lessons and experiences with regard to labour migration responses to the COVID-19 crisis observed in European and North African countries held remotely in July 2021, the THAMM second regional conference offers to draw lessons and explore the potential for future skills mobility partnerships reviewing critically current and past mobility schemes between North Africa and Europe.

This conference, jointly organized by the ILO, IOM and GIZ, and with the support of ENABEL and OFII, brought together more than 150 face-to-face and 65 online people from all North African countries and many European countries.

Participants represent government actors, the private sector, vocational training, public employment services, and social partners from Egypt, Morocco and Tunisia, as well as EU Member States.

The 2nd Regional Conference of the THAMM programme on mobility schemes between North Africa and European countries held in Cairo in the presence of the Egyptian Deputy Minister of Foreign Affairs, H.E. Ambassador Ehab BADAWY, the Ambassador of the European Union to Egypt, Christian BERGER and the Tunisian Minister of Employment, Nasreddine NSIBI, the Secretary General of the Moroccan Ministry of Employment, Kamal HACHOUMY, and the First Counsellor of the German Embassy.

The THAMM conference explored the strategic, operational and technical dimensions of mobility programmes between North Africa and Europe, in order to take stock, assess their impact, and make recommendations on the management of public employment services, the anticipation of skills needs, the recognition of qualifications and competences, and public-private partnerships. new forms of investment in training at origin, in the context of the launch of the new Partnership to Attract Talent launched by the EU in 2022.
