About the ILO Bureau for Employers' Activities (ACT/EMP)
Employer and business membership organizations (EBMOs) play a vital role in creating an environment in which enterprises can thrive. By representing the collective interests of business, contributing to policy and social dialogue, and providing services to their members, they support sustainable enterprises, employment and economic and social progress.
As one of the ILO’s three constituent groups, employers have a unique role in the Organization. The ILO Bureau for Employers’ Activities (ACT/EMP) is the specialized unit of the ILO Secretariat responsible for maintaining direct relations with EBMOs in ILO member States and supporting their engagement with the Organization.
ACT/EMP combines this institutional role with practical support to EBMOs. Through advisory services, capacity development, knowledge and technical cooperation, we work with employers’ organizations to strengthen their representativeness, governance, services and policy influence, helping them respond to the evolving needs of their members and to changes in the world of work.
ACT/EMP also serves as a bridge between the ILO and employers’ organizations, bringing employers’ views, concerns and priorities into the ILO’s work while connecting EBMOs with the Organization’s knowledge, expertise and resources.
