ILO Statement to the TICAD9 Plenary Session on Ensuring Human Dignity and Human Security

The ILO’s official statement at the TICAD9 Plenary Session on “Peace and Security: Ensuring Human Dignity and Human Security” was delivered by André Bogui, ILO Assistant Director-General and Director of the Director-General’s Office. Excellencies,

Ladies and Gentlemen,

Lasting peace cannot be sustained without social justice. The ILO is committed to integrating humanitarian, development, and peace efforts, because only by tackling the structural causes of conflict can we build societies that are truly resilient and inclusive.

In crisis-affected and fragile settings, our experience demonstrates that decent work is a cornerstone of human dignity and human security.

Employment-intensive investments, skills development, social protection and the reintegration of vulnerable groups, such as refugees and displaced persons, into the labour market, help local communities rebuild not only livelihoods, but also trust and social cohesion.

We also reaffirm the importance of good governance, the rule of law, and inclusive social dialogue. The ILO’s unique tripartite structure— uniting governments, employers, and workers — offers a proven framework for building peace through dialogue and consensus.

Empowering women and youth through decent work and social protection is equally vital. Advancing the Women, Peace and Security agenda strengthens the foundation for lasting peace.

Let us commit to a future where every person enjoys safety, dignity, and opportunity, anchored in social justice.
