ILO Statement to the TICAD9 Plenary Session on Realizing a Sustainable Future

Ladies and Gentlemen,

The ILO is honoured to join today’s dialogue on building a sustainable future—one rooted in decent work, social justice, and the empowerment of women and youth at the heart of Africa’s development.

With the world’s largest youth population, Africa holds immense potential. Equipping young people with future-ready skills, fostering entrepreneurship, and ensuring access to quality, formal employment are vital to eradicating poverty, breaking structural vulnerabilities, and driving inclusive growth.

Realizing decent work is essential to address the root causes of fragility and enabling a just transition—one that creates employment, protects livelihoods, and strengthens prevention, preparedness and resilience, leaving no one behind.

Technology enhances access to quality employment. The ILO Observatory on Artificial Intelligence and Work in the Digital Economy supports innovation aligned with decent work principles. Traditional and indigenous technologies can equally provide innovative solutions that safeguard the environment and promote nature-based solutions. Local ownership of technology transfer empowers communities and fosters self-reliance.

The Japanese approach mirrors ILO principles: integrating local perspectives, enhancing employability, and promoting participation—ensuring that development is inclusive and sustainable.
