Labour conditions in Mongolia’s construction sector: Insights from mixed-method research
The report provides an in‑depth look at working conditions in Mongolia’s construction sector through mixed‑method research, underscoring significant enforcement gaps and the urgent need to enhance worker protections and strengthen labour standards across the industry.
The construction sector in Mongolia operates largely within informal settings. Drawing on interviews with 220 workers, the study suggests that a number of individuals may be experiencing conditions that meet international indicators of forced labour. It also notes ongoing concerns related to child labour, challenging working environments, and limited compliance with occupational safety and health standards.
These issues are influenced by gaps in enforcement, as well as workers’ limited trust in authorities and a perception that such conditions are typical within the industry. Additionally, union representation remains very low—particularly among informal workers—reducing opportunities for collective voice and advocacy for improved working conditions.
